| 内容記述 | Focusing on the serious social and economic problems caused by Japan’s declining population and aging society with fewer children, this study addresses the question of ‘what is sustainable community development in a society with a declining population’, showing the importance of considering population not only as ‘quantity’ but also as ‘quality’. The concept of ‘active population’, in which the skills and knowledge of people involved in the town are regarded as resources and these are returned to the town, is proposed, and a method for sustainable town planning in a society with a declining population is clarified. In conclusion, it was shown that the three requirements of ‘attracting human capital’, ‘value cocreation’ and ‘making it personal’ contribute to the formation of an ‘active population’, and that the five events of ‘tolerance’, ‘diversity’, ‘contingency’, ‘civic pride’ and ‘engagement’ also influence these requirements. It was then summarised that the creation of new value and constant change by this active population promotes sustainable community development. | 内容記述 | 本研究は，日本の人口減少と少子高齢化による深刻な社会的・経済的な問題に焦点を当て，「人口減少社会における持続可能なまちづくりとは」という問いについて，人口を「量」だけでなく「質」として捉える重要性を示す。まちに関わる人々のスキルや知見を資源とし，これをまちに還元する「活動人口」の概念を提唱し，人口減少社会における持続可能なまちづくりの手法を明らかにした。 結論として，「人的資本の呼び込み」，「価値共創」，「自分ごと化」の3つの要件が「活動人口」の形成に寄与し，さらに「寛容性」，「多様性」，「偶発性」，「シビックプライド」，「エンゲージメント」の5 つの事象がこれらの要件に影響を与えることが示された。そして，この活動人口による新たな価値の創造と絶え間ない変化によって持続可能なまちづくりが促進されることが総括された。 キーワード：関係人口，活動人口，サステナブルなまちづくり，価値共創，well-being |
